I don't have many rules for this. It's a first come first serve sort of thing.

Follow the form listed here for your plot.
If you want a specific horse character in your plot, ask the member who plays said character first.
No slavery, please.
Your plot may not interfere with the main plot.
Don't whine if you do not get a certain part.
